The Matrix is a collection of trillions of electro-chemical cells arranged in a continuous electronic matrix. The Matrix contains the sum of the Time Lords' knowledge. At the moment of death an electrical scan is made of the brain, and the contents added to the matrix, and the combined knowledge is used to predict future events.

The Matrix is used by the Time Lords to monitor events throughout the Universe. It can even be used to make predictions of future events. The President of the Time Lords can be linked to the Matrix via the Coronet of Rassilon, and the Capitol and Time Lord ships contain equipment that allows a person to enter the Matrix allowing the person to walk around a virtual world. Once inside the Matrix the controller can use it to create any landscape they choose and the only logic is that there is no logic.
