Simmons was one of Henry Van Statten's men who was in charge of the Dalek (aka Metaltron). Simmons had been given the task of making the Dalek talk, and Simmons took great delight in torturing the Dalek, using any tool he could to cause pain. After the Dalek regained some of its power back it killed Simmons by covering his face with its plunger.
